Old Lyme Board of Selectmen
Regular Meeting: Monday, 6 December 2010

The Board of Selectmen held a Regular Meeting at 7:30 PM on Monday, 6 December 2010 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.

1. Approval of Minutes: 15 November 2010                
Selectwoman Reemsnyder moved to accept the minutes of 15 November 2010 with one correction under #7, third paragraph.  The word "bought" should be changed to "brought". Selectman Sibley seconded the motion.  SO VOTED.

4.  Old Business
a. Public Hearing on the Open Space Commission and Sound View Beach Commission Ordinance
The proposed Open Space Commission Ordinance and Sound View Beach Commission Ordinance will be brought to a public hearing on 13 December in the Middle School Auditorium at 7:30 PM.  

b. Probate Court has moved to East Lyme
First Selectman Griswold reported that the Town's Probate Court staff has moved to its new location in East Lyme.  This Probate Court will serve the Towns of East Lyme, Salem, Montville and Old Lyme.  Old Lyme will be responsible for 15.5% of the operating budget.  First Selectman Griswold will inquire about insurance coverage and expects an agreement to be drafted soon which will detail the responsibilities of the Towns.  Business will officially begin on January 4, 2011 in the new location.  In addition to office hours in East Lyme, there will be regular office hours (to be determined) in the Old Lyme Town Hall.

5. New Business
a. Special Town Meeting: 13 December 2010 – Middle School Auditorium, 7:30 PM
The items to be brought to the Special Town Meeting were reviewed:

1. To amend the current refuse collection contract with Shoreline Sanitation, Inc. to include automated single stream recycling collection and to authorize inclusion of automated single stream recycling in the contract with Shoreline Sanitation for the period July 1, 2011 through June 30, 2015, which contract was approved at Town Meeting on June 23, 2010.

2. To authorize the expenditure of the sum of $29,000 to be paid to Shoreline Sanitation, Inc. for single stream recycling collection during May and June 2010 (this date will be corrected to read May and June 2011), as recommended by the Board of Finance and Board of Selectmen.

3. To authorize the expenditure of a sum not to exceed $260,000 for the purchase, assembly and distribution of recycling carts to residents in connection with town wide automated single stream recycling collection, as recommended by the Board of Finance and Board of Selectmen.

4. To enact an ordinance creating an open Space Commission, as recommended by the Board of Selectmen.  A copy of the proposed ordinance is available in the office of the Old Lyme Town Clerk.

5. To enact an ordinance creating a Sound View Commission, as recommended by the Board of Selectmen.  A copy of the proposed ordinance is available in the office of the Old Lyme Town Clerk.
                
b. Discussion on Financing of High School Building Project
First Selectman Griswold reported on a session he attended regarding the proposed financing for the High School Building Project.  The discussion was led by First Southwest.  Regional District 18 will likely issue three bonds (January 2011, January 2013 and January 2015) for a little over $37.7 million.  The original proposal had the school borrowing approximately $12.5 million each time.  However, after a discussion about the current low interest rate environment, there was a consensus to borrow as much money as possible ($14.5 million) in January 2011 and January 2013, with the remainder in January 2015.  There is a limit as to how much can be borrowed in each stage of the borrowing process.  There will be a rating workshop on December 9 with First Southwest, school officials and the Towns of Lyme and Old Lyme.  On December 16 there will be a conference call with the rating agency.  On December 17 the towns and the District must finalize how the financing will be structured. The Board of Finance will be brought up to date on this matter at a special meeting on Tuesday.

c. Superintendent Betty Osga – Recognition as #1 Superintendent of Schools in CT
First Selectman Griswold reported that Superintendent Betty Osga was recognized as the #1 Superintendent of Schools in the State of Connecticut.  The Connecticut Association of Public School Superintendents held a meeting at the Mystic Marriott at which Superintendent Osga was honored.

7. Other Business
First Selectman Griswold reported that interested parties will go on a road trip to the Town of Branford on Friday morning to look at the Park and Recreation fields which are presently being treated organically.  People are meeting at the Town Hall at 9:30 AM and carpooling to Branford.

The Old Lyme Conservation Commission hosted a movie presentation led by a landscaper who is knowledgeable about organic lawn care treatment.  Selectwoman Reemsnyder attended the presentation and, in her opinion, the most interesting part were the things that she was not aware of.  According to the presenter, in the beginning it can be a balancing act in getting the fields up to snuff by using organic treatment but, over the course of three to five years, the organic treatment will work in a positive way. There was a lot of good information given at the presentation.  

First Selectman Griswold stated that at the next Selectmen's meeting the Board will review the proposed meeting schedule for 2011 and the holiday schedule. In January, there will be many appointments made.  

Selectman Sibley asked if the Town had responded to the Federation of Beaches regarding the list of twelve items brought to the Selectmen's attention at the meeting of October 23.  Some of the items fall under the jurisdiction of Zoning, the Sanitarian or the Health Department.  First Selectman Griswold will make sure that the proper offices in the Town Hall have a copy of the letter and will follow up.  


The next Board of Selectmen's meeting will be held on Monday, 20 December 2010 at 7:30 PM in the Meeting Hall of the Old Lyme Town Hall.


8. Adjournment
Selectman Sibley moved to adjourn the meeting at 8:11 PM.  Selectwoman Reemsnyder seconded the motion.  SO VOTED.
